Currently, seven expressway routes comprising 14 projects and sub-projects are under implementation in the Northern region. Some projects continue to face challenges regarding site clearance, construction material supplies, and construction schedules. Notably, projects targeted for completion in 2026 still have a significant remaining workload, requiring a surge in resources to meet the planned schedule.
The Prime Minister has instructed localities to focus on resolving issues related to compensation, support, resettlement, and the relocation of technical infrastructure, aiming to hand over cleared sites to contractors promptly. At the same time, attention must be paid to the lives and livelihoods of affected residents, ensuring that new housing is equal to or better than their current accommodation.
Regarding construction materials, localities are required to expedite licensing procedures, extensions, and capacity upgrades for quarries and mines to ensure supply for key projects such as Ring Road 4 (Hanoi Capital Region), Cho Moi – Bac Kan, and Ninh Binh – Hai Phong. Management of material prices, as well as the publication of prices and construction cost indices, must also be strengthened to control project costs.
The Prime Minister also directed project owners and investors to fully mobilize personnel, machinery, equipment, and financial resources, and to organize construction work scientifically to accelerate progress while ensuring quality, technical standards, and project safety. Localities must proactively respond to heavy rains, flooding, and landslides during the construction process.
In addition, localities are required to accelerate capital disbursement, particularly for projects scheduled for completion in 2026. The Ministry of Construction has been tasked with monitoring and urging progress, as well as promptly reporting any difficulties or obstacles. Accelerating expressway projects is expected to help complete transport connectivity, expand development space, and create momentum for socio-economic growth.
