Under the Decision, the Steering Committee is headed by Permanent Deputy Prime Minister Pham Gia Tuc, with Minister of Construction Tran Hong Minh serving as Deputy Head. Members include leaders from various ministries, sectors, and central agencies—such as the Ministry of National Defence, Ministry of Public Security, Ministry of Justice, Ministry of Agriculture and Environment, Ministry of Finance, Ministry of Construction, the State Bank of Vietnam, and the Central Committee of the Vietnam Fatherland Front.
The Central Steering Committee on Housing Policy and the Real Estate Market functions as an inter-agency coordination body. It assists the Prime Minister in researching, directing, and coordinating the resolution of critical issues concerning housing policy and the real estate market nationwide—particularly those exceeding the jurisdiction of any single ministry, sector, or locality.
The Committee’s activities focus on coordinating the implementation of guidelines and policies regarding housing and real estate, while also researching, evaluating, and proposing solutions to refine mechanisms and policies. Through these efforts, the State aims to uphold its role in facilitating development, enhancing macroeconomic management efficiency, and establishing a consistent legal framework for the real estate market to grow in a stable, transparent, and sustainable manner.
Additionally, the Steering Committee will urge ministries, sectors, and localities to implement housing development programs and plans, ensuring the availability of land banks and infrastructure in alignment with urban and rural planning as well as land-use plans. Housing for low-income earners, vulnerable groups, policy beneficiaries, civil servants, and members of the armed forces remains a priority focus during policy implementation.
A notable aspect is the promotion of digital transformation and the interconnection of data regarding housing and the real estate market. The Steering Committee is tasked with proposing solutions for digital technology application while urging agencies and localities to connect and share data, thereby facilitating more effective management, supervision, and policy coordination.
The Ministry of Construction is designated as the Standing Agency of the Steering Committee, utilizing its existing organizational structure to carry out tasks and ensure operational requirements without increasing headcount. Decision No. 1666/QĐ-TTg takes effect on August 27, 2026, and supersedes Decision No. 2116/QĐ-TTg dated September 22, 2025.
