Preparing for the Implementation of the Bao Ha – Lai Chau Expressway Project

29/10/2026

On September 17, 2026, the working group supporting the Steering Committee for the Bao Ha – Lai Chau Expressway project held a meeting to assess the current implementation status and define key tasks for the fourth quarter of 2026. The meeting was chaired by Mr. Ha Quang Trung, Deputy Secretary of the Provincial Party Committee and Chairman of the Lai Chau Provincial People’s Committee. The project begins with a connection to the Hanoi – Lao Cai Expressway in Bao Ha Commune, Lao Cai Province, and terminates at the administrative center of Lai Chau Province. Spanning approximately 120 km—with 49.5 km passing through Lao Cai and 69.5 km through Lai Chau—the route is planned as a full-scale, four-lane expressway designed for a speed of 100 km/h. The project is slated for execution during the 2026–2031 period, funded by both central and local government budgets.

Recently, Lai Chau Province completed its pre-feasibility study report and submitted it to the Prime Minister for the third time via Proposal No. 7328/TTr-UBND, dated August 24, 2026. The province has also been proactively coordinating with central ministries, relevant agencies, and Lao Cai Province to refine the project documentation and ensure that the investment preparation process remains on schedule. In the fourth quarter of 2026, relevant authorities will continue to finalize project documentation, coordinating with the State Appraisal Council and National Assembly bodies throughout the appraisal and review process. Concurrently, efforts will focus on compensation, support, and resettlement, as well as the allocation of capital within the public investment plan for the 2026–2030 period. In his concluding remarks, Provincial People’s Committee Chairman Ha Quang Trung directed departments and agencies to strictly adhere to legal regulations, foster proactive coordination, and assign qualified, experienced personnel to carry out these tasks. The Provincial Construction Investment Project Management Board has been tasked with preparing documentation for appraisal, while the Department of Construction is to study lessons from similar projects to effectively address any emerging issues.

For localities along the route, the provincial government has mandated strict management of current land status, along with the inspection and handling of any violations related to construction or land use. Furthermore, local authorities are urged to strengthen public outreach and dialogue to build consensus regarding site clearance.

The Bao Ha – Lai Chau Expressway project is expected to enhance inter-regional connectivity, shorten the distance between Lai Chau and lowland provinces, serve as a catalyst for socio-economic development, and contribute to national defense and security. SDLINK provides regular updates on policies, planning, and infrastructure development, assisting businesses and investors in understanding the investment landscape, assessing connectivity potential, and aligning their operations with current plans and legal regulations.
