National green growth strategy in a period of 2021 - 2030 with a vision to 2050

The Government Office has just issued Notice No. 227/TB-VPCP on June 16, 2023, summarizing the conclusions of Deputy Prime Minister Tran Hong Ha at the first meeting of the National Steering Committee for Green Growth.

The National Green Growth Strategy for the period 2021-2030 and vision to 2050 (GGGS) and the National Action Plan for Green Growth for the period 2021-2030 (Action Plan) were approved by the Prime Minister in Decision No. 1658/QD-TTg on October 1, 2021, and Decision No. 882/QD-TTg on July 22, 2022, respectively.

Following that, in 2022, the Prime Minister established the National Steering Committee on Green Growth (Steering Committee) to assist the Prime Minister in researching, directing, and coordinating the resolution of important interdisciplinary issues during the implementation of the Green Growth Strategy.

Step-by-step contribution to promoting economic restructuring linked to the innovation of the growth model.

The initial implementation of the Green Growth Strategy has been successful, contributing step by step to:

(i) restructuring the economy linked to the innovation of the growth model,
(ii) enhancing the economic competitiveness,
(iii) expanding equal access to the benefits of green transformation for the people,
(iv) fulfilling Vietnam's commitments to the international community on sustainable development and climate change, especially the commitment to achieve net-zero emissions by 2050 at COP26.

The Green Growth Strategy should be recognized as a continuous and coordinating strategy, connecting and leading other national sustainable development plans and initiatives. To effectively implement the strategy, there is a need to accelerate the completion of the legal framework for green growth, ensuring that tools for enforcement, monitoring, and evaluation are fully established, along with policy mechanisms favorable to its implementation at all levels from central to local. Additionally, attention should be given to investment resources (both public and private), managerial technologies, and human resource training. Relevant ministries and agencies should actively integrate and learn from international experiences on sustainable development and green growth.

Building a scientific criteria set for classifying national green projects.

The Deputy Prime Minister requires the Standing Office and members of the Steering Committee to actively and proactively carry out the assigned tasks in the Green Growth Strategy and Action Plan.

The Ministry of Planning and Investment - the Standing Office of the Steering Committee, based on the Working Regulation of the Steering Committee, will lead and coordinate with the member agencies of the Steering Committee and relevant ministries, sectors, and localities to build a specific work program between two sessions of the Steering Committee as a basis for monitoring and evaluating the effectiveness of the implementation of the Green Growth Strategy and Action Plan.

Urgently review and update the Green Growth Strategy to align it with new situations and contexts (such as the commitment to a fair energy transition, Power Master Plan VIII, strong trends of digital transformation, etc.) to ensure its coherence and connectivity with other national strategies toward sustainable development.

Research and propose major orientations, core objectives, and tasks to implement the Green Growth Strategy; select a number of exemplary projects (5-7 projects) with breakthrough potential to be piloted, monitored, and evaluated before scaling up. Research and establish a scientific criteria set for classifying the country's green projects, harmonious with international practices, to provide specific legal bases for selecting investment projects at various levels from ministries, sectors, and localities, as well as quantifying and evaluating the progress of green growth.

The Ministry of Planning and Investment will lead or coordinate with relevant ministries, sectors, and localities in consolidating proposals with the Steering Committee, the heads of mechanisms for mobilizing domestic and international resources, financial mechanisms to ensure the realization of green growth objectives, taking advantage of the digital and digital transformation platform; closely coordinate with the Ministry of Foreign Affairs, other ministries, sectors, and localities in international integration activities, "technology diplomacy," and "climate diplomacy," taking advantage of the support and assistance of other countries and international organizations.

The Ministry of Planning and Investment will closely coordinate with the Vietnam Television, the Voice of Vietnam, press agencies, ministries, and localities in disseminating and mobilizing the public, businesses, organizations, and individuals in society to change their perceptions, behaviors, and ethics in production practices, consumption, and green lifestyles. Researching to have separate channels and programs on green growth for dissemination and popularization of the Party's guidelines and the State's regulations on green growth, guiding green lifestyles, and production and consumption practices; coordinating with the Ministry of Education and Training, the Ministry of Labor - Invalids and Social Affairs to incorporate these contents into dissemination, popularization, education, and training at all education levels (including vocational training).

Promoting "technology diplomacy", "climate diplomacy"

The Ministry of Foreign Affairs, in its function and state management responsibilities, takes the lead and coordinates with relevant agencies and local authorities, proactively and actively researching and learning from international experiences. It leverages support, assistance, and mobilizes resources for green growth from foreign countries and international organizations.

It takes proactive measures to promote "technology diplomacy" and "climate diplomacy," proposing legal documents and policy mechanisms for green growth to fulfill international commitments in accordance with international norms and practices. Simultaneously, it cooperates with the Ministry of Industry and Trade, the Ministry of Science and Technology, and other relevant ministries and agencies to propose solutions for export industries when countries or organizations enact environmental standards related to the production of those goods.

Based on the Working Regulation of the Steering Committee, the Ministry of Justice proactively coordinates with the Standing Office, the members of the Steering Committee, and relevant agencies and local authorities to synthesize and propose new or amended legal documents to create a complete legal framework for implementing the Green Growth Strategy.

The Deputy Prime Minister requested ministries, branches and localities, based on their state management functions and tasks, to actively coordinate with ministries, branches, localities, agencies, international organizations and partners. develop... seriously and urgently implement the tasks and solutions assigned in the TTX Strategy and Action Plan (clearly assigning responsibilities, with specific deadlines); promptly propose and recommend to the Chairman to consider amending and supplementing important, interdisciplinary issues, mechanisms, policies and solutions to implement the Green Growth Strategy and Action Plan on a global scale country.

Develop and update the Green Growth Action Plan of the sector and locality with the fields and tasks of the highest priority for the period from now to 2025 (including the following contents: improve the legal framework for green growth; apply science and technology; innovate; apply digital transformation...) and send it to the Ministry of Planning and Investment - the Standing Body of the Steering Committee for synthesis.

Research, promulgate or submit to the competent authorities for promulgation sets of green growth criteria within their respective industries, ensuring compliance with the national green classification criteria, quantifying the proposed green growth contents. at the TTX Strategy and in accordance with international standards and practices; develop a carbon pricing mechanism in accordance with the provisions of the Law on Environmental Protection, in line with international practices.
