On the afternoon of February 23, at a meeting to report on the leadership, direction, and implementation of the adjustment to the Lai Chau Provincial Master Plan for the 2021–2030 period, with a vision to 2050, SD Link Co., Ltd. attended as the consulting unit, directly coordinating with provincial departments, agencies, and relevant authorities in reviewing and finalizing the adjusted planning contents.
At the meeting, the consulting unit presented a report on the leadership and direction process as well as the results of the adjustment to the Lai Chau Provincial Master Plan for 2021–2030, vision to 2050. Accordingly, based on feedback from the Provincial Party Standing Committee meeting on February 12, 2026, directives from the Party Committee of the Provincial People’s Committee, and close coordination between provincial departments and the consulting unit, several contents of the Provincial Master Plan were adjusted to better align with the province’s actual conditions, potential, and advantages.
The consulting unit reported the results of the provincial planning adjustment at the meeting.
Regarding development viewpoints and objectives, the adjusted Plan fundamentally inherits the approved Master Plan, while supplementing guiding perspectives from the Resolution of the 15th Provincial Party Congress, the Resolution of the 14th National Party Congress, and additional growth drivers, aiming for a projected double-digit economic growth rate.
In terms of spatial development orientation, the content of “One Axis, Two Regions” has been updated in accordance with the new administrative units.
For targets toward 2030, adjustments include: reducing the average poverty rate by 3–4% per year; by 2030, lowering the multidimensional poverty rate to below 10%, and basically eliminating extremely disadvantaged communes and villages; and setting the forest coverage rate target at 55%.
Concluding the meeting on behalf of the Provincial Party Standing Committee, Mr. Le Minh Ngan – Member of the Party Central Committee and Secretary of the Provincial Party Committee – acknowledged and highly appreciated the preparation efforts of the Party Committee of the Provincial People’s Committee, provincial leaders, the coordination of departments and agencies, and the proactive engagement of the consulting unit.
The Provincial Party Standing Committee agreed with the proposed adjustments to the Master Plan and requested the Party Committee of the Provincial People’s Committee to further refine the development viewpoints and objectives. It also required that all energy-related targets for the 2031–2036 period be brought forward to the 2026–2030 period, and that land-use indicators be revised, including reductions in forest land and agricultural land areas. The Provincial People’s Committee was requested to coordinate with relevant offices to complete necessary procedures for official issuance on February 28 in compliance with legal regulations. The consulting unit is responsible for finalizing all documentation and procedures in accordance with the law.
