Adjusting Dak Lak’s 2030 master plan: New growth poles and strategic opportunities

02/06/2026

At the First Extraordinary Session of the 11th Dak Lak Provincial People's Council for the 2026-2031 tenure, numerous pivotal agendas were deliberated and ratified. Most notably, the adjustment to the Dak Lak Provincial Master Plan for the 2021-2030 period, with a vision toward 2050, was approved. This is strategically conceptualized as a cornerstone initiative to reconfigure the province’s socio-economic development space, thereby establishing a foundational framework for Dak Lak to emerge as a new driving force and growth pole within the Central Highlands in the upcoming phase.

Director of SD LINK Co., Ltd. Tran Thanh Phuong presented a summary report on the adjustment of the Dak Lak Provincial Master Plan for the 2021–2030 period, with a vision to 2050

According to the adjusted orientations, Dak Lak will transcend conventional models of mere urban expansion, steering toward the formation of specialized economic growth poles capable of orchestrating regional linkages and attracting large-scale investment capital. Within this framework, Buon Ma Thuot City is continually designated as the core nucleus of the Central Highlands, functioning as a hub for commerce, logistics, services, innovation, and high-tech agricultural processing.

Concurrently, new dynamic sub-regions have been planned to optimize the distinct comparative advantages of each locality. The expansion of advanced agro-forestry processing industries, intrinsically linked with raw material source zones for coffee, durian, pepper, and industrial crops, remains prioritized to enhance export value and international competitiveness. Furthermore, clusters for renewable energy development-encompassing wind and solar power-alongside synchronized transmission infrastructure are being strategically integrated to forge a future green energy industrial chain.

In particular, this revised master plan underscores Dak Lak's role as an emerging logistics hub of the Central Highlands, leveraged by its strategic inter-regional connectivity linking the South Central Coast, the Southeast region, and international border gates to Laos and Cambodia. The expansion of transportation infrastructure, regional beltways, agricultural logistics, and integrated industrial zones is anticipated to generate substantial impetus for commercial activities, exports, and the attraction of large-scale manufacturing enterprises.

Throughout the formulation and refinement of the adjusted Dak Lak Provincial Master Plan for the 2021-2030 period, with a vision toward 2050, SD LINK Co., Ltd. participated as a member of the planning consultancy consortium. Leveraging its expertise in market research, investment advisory, and corporate development, SD LINK, in collaboration with consortium partners, contributed to researching, proposing, and formulating key components regarding spatial economic orientation, investment attraction, logistics, processing industries, and regional development linkages.

Particularly, against the backdrop of localities actively adjusting their master plans to adapt to new development cycles, the role of planning and investment consultancies has become increasingly paramount. These entities provide critical support to enterprises in evaluating market potential, identifying optimal investment locations, formulating sustainable growth strategies, and navigating legal and regulatory procedures for project implementation.

Utilizing its extensive domestic and international partner networks along with robust research capabilities, SD LINK commits to maintaining its partnership with localities and enterprises in collaborative planning consultancy, investment promotion, and project development. This ongoing commitment aims to foster sustainable economic development within the Central Highlands specifically, and across Vietnam as a whole.
