The real estate market in the first six months of the year is showing positive signs, with 866 social housing projects being implemented nationwide.

According to the Ministry of Construction, from the beginning of 2026 to the present, the whole country has completed 96 social housing projects with 27,636 apartments. Currently, 14 localities are assessed to be capable of completing and exceeding the assigned social housing development targets for 2026, while 27 localities have started construction and exceeded the plan. To date, the whole country has 866 social housing projects under implementation with a scale of more than 757,000 apartments, a total investment of approximately 605,870 billion VND. Of these, 289 projects have been completed with nearly 197,300 apartments; 261 projects are under construction with more than 254,800 apartments; and 316 projects have received investment approval with a scale of more than 305,200 apartments.

Assessing the real estate market in the first six months of the year, Mr. Lam Van Hoang, Chief of the Office of the Ministry of Construction, said that the market is showing many positive signs. Apartment prices in localities are basically stable compared to the previous quarter, although they still remain at a high level. The Ministry has also completed and prepared to put into operation the nationwide electronic real estate information and identification system to enhance market transparency. In the last six months of the year, the Ministry of Construction will continue to finalize the draft Law on Housing (amended), the Law on Real Estate Business (amended), and simultaneously develop guiding decrees on the development and management of social housing, mechanisms to remove difficulties for projects, as well as finalize national technical standards for apartment buildings and rental housing.

According to preliminary reports from localities, there are currently more than 130,500 rooms and apartments for rent nationwide, funded by both public and private capital. The Ministry of Construction is coordinating with localities to review needs, assign targets for the development of rental housing, and report to the Prime Minister. Regarding the plan to invest in the construction of at least 1 million social housing units in the 2021-2030 period, the Government has assigned a target of completing approximately 158,700 units in 2026 according to Resolution No. 07/NQ-CP. At the same time, the Ministry of Construction is finalizing policies to expand the eligibility criteria for renting public housing and developing a plan for the development of public housing in the 2026-2030 period.

In the future, the Ministry will continue to standardize and operate the database system on housing and the real estate market, ensuring connectivity with the national database, making it easier for citizens and businesses to access information. Simultaneously, it will closely monitor market developments to promptly propose solutions to overcome difficulties, stabilize the market, and promote safe, healthy, and sustainable real estate development.
