Outstanding breakthrough regulations for synchronous development of high-tech zones in the capital

Delegates in the discussion on the Draft Capital Law on May 28 strongly supported provisions related to outstanding policies aimed at developing synchronized high-tech zones in Hanoi in accordance with Resolution No. 15-NQ/TW of the Politburo.

They also emphasized the need to improve specific measures for the sustainable development of Hoa Lac High-Tech Park after its transfer to the Hanoi People's Committee for management.

Delegates also agreed on granting authority to the Hanoi People's Committee to decide on the establishment and expansion of high-tech zones, as well as to issue regulations for the operation of these zones in line with the development needs of the capital. Provisions regarding investment incentives and attracting high-quality human resources were also endorsed.

The adjustments and additions in the Draft Law were noted to provide more opportunities for the development of Hoa Lac High-Tech Park, especially in terms of providing funding and building infrastructure. Specific proposals include support for the construction of technical and social infrastructure, particularly housing for rented workers, and allowing the conversion of production objectives into research, application, and innovation. However, a review of the provisions is needed to ensure consistency with related laws, especially the Land Law.
