Hanoi Implements 298 Pilot Land Areas Under Resolution 171, 46 Projects Basically Completed

The Hanoi People's Committee has just released a report on the implementation of Resolution 171/2024/QH15 of the National Assembly related to the pilot implementation of commercial housing projects through agreements on land use rights or on land funds currently used by investors. After two rounds of approval, the city has included 298 land areas with a total area of ​​1,530.4 hectares in the pilot list. Of these, 46 projects have been basically completed after receiving approval for investment policies and investors as stipulated. The remaining 243 projects are continuing to complete legal procedures and are being urged by relevant departments and agencies to expedite implementation. In addition, 9 projects have been proposed for removal from the pilot list due to obstacles or failure to meet necessary conditions.

To ensure implementation progress, the Hanoi People's Committee requests the Department of Agriculture and Environment to coordinate with relevant units to guide and urge investors to complete their dossiers. If, after 3 months from the date of notification, the investor does not proactively carry out the procedures as prescribed, the project will be considered for removal from the pilot list. For projects implemented through land use right agreements, the city requires completion of land use right transfers within no more than 24 months from the date of inclusion in the list, ensuring project completion within the validity period of Resolution 171.

Alongside addressing obstacles for ongoing projects, Hanoi has also instructed the Department of Finance, the Department of Planning and Architecture, and the local authorities of communes and wards to expedite the appraisal of investment policies, the approval of detailed 1/500 scale planning, and the completion of related procedures. In addition to reviewing existing projects, the city is preparing a list of pilot projects for the third phase, further expanding the land fund for commercial housing development, contributing to increased supply for the real estate market and promoting urban development in a comprehensive and sustainable manner.
