Hanoi Accelerates Investment Attraction to Hoa Lac High-Tech Park

The Management Board of Hanoi’s High-Tech and Industrial Zones recently held a conference to review the first six months of 2025 and outline tasks for the remaining six months.

According to the Management Board, in the first half of 2025, Hanoi attracted 125 million USD in investment capital. This brings the total accumulated capital to 13.75 billion USD across 844 projects, with Hoa Lac High-Tech Park contributing 5 billion USD. By the end of 2025, Hanoi aims to attract an additional 450 million USD for industrial zones and 80 million USD for the high-tech park, pushing the total investment for the 2021-2025 period to approximately 2.5 billion USD, a 40% increase compared to the previous period.

To achieve this goal, the Management Board will intensify international investment promotion activities and develop a plan for the growth of Hoa Lac High-Tech Park through 2030, with a vision to 2045. Efforts will include hosting domestic and international investors to explore cooperation and investment opportunities at Hoa Lac High-Tech Park and other industrial zones in the city. The board is also focusing on implementing policies to attract talent, develop high-quality human resources, and promote advanced technology projects in line with the Capital Law of 2024.

At the conference, Hanoi People’s Committee Vice Chairman Nguyễn Mạnh Quyền emphasized that Hoa Lac High-Tech Park should aim to become a center for high-tech research and application. Enterprises in the park are encouraged to focus on developing key industrial products and enhancing high-quality human resource training to produce superior products, positioning the park as a “leading force” in Northern Vietnam.

Additionally, the Management Board proposed strengthening coordination for land clearance, allocating budgets for infrastructure upgrades, supporting training and talent attraction costs, and providing exemptions or reductions in infrastructure usage fees at Hoa Lac High-Tech Park.

Hanoi has set a target of over 8% economic growth in 2025, with plans to establish more industrial zones and clusters linked to traditional craft villages to drive industrial economic development.
