The Ministry of Industry and Trade is advising and submitting to the Government a roadmap for the use of E10 gasoline to reduce greenhouse gas emissions, fulfilling the commitment to achieve net-zero emissions by 2050, with implementation expected from January 1, 2026.

From August 1, 2025, three cities—Ho Chi Minh City, Hanoi, and Hai Phong—will pilot the sale of E10 gasoline, a biofuel blended with 10% ethanol into mineral gasoline.

E10 gasoline is a finished product blended from mineral gasoline derived from fossil fuels and biofuel, with a specific proportion of fuel ethanol. According to the regulation QCVN 01:2022/BKHCN on gasoline, diesel fuel, and biofuels, E10 is a biofuel gasoline containing 9–10% ethanol by volume.

According to domestic and international studies, E10 gasoline can reduce carbon monoxide (CO) and hydrocarbon (HC) emissions by up to 20% compared to traditional mineral gasoline. Beyond environmental benefits, E10 is considered an engine-friendly fuel. Ethanol, with an octane rating above 100, when blended with traditional gasoline, increases the octane rating of E10, enabling a more uniform, complete, and stable combustion process in the engine chamber. This improves power output efficiency and reduces pre-ignition, a cause of engine damage.

Currently, over 60 countries widely use E10 gasoline, with many countries and territories, such as the United States and Europe, enacting laws mandating the use of fuels blended with pure biofuels.

At the recent six-month review conference on the supply of petroleum for the market and the objectives for the last six months of 2025, the Ministry of Industry and Trade issued strong directives to promote the use of biofuels, particularly E10, to gradually replace mineral gasoline. Transitioning to E10 is a crucial step in the roadmap to meet the Government’s emission commitments.

According to the Ministry of Industry and Trade, functional units and enterprises such as Petrolimex and PVOIL are planning to resume domestic ethanol production, including equipment repairs, investments, trial operations in Q4 2025, and commercial production from November 2025.

Alongside developing the roadmap and resuming production, functional units are coordinating to implement comprehensive solutions, such as quality control of biofuels, improving technical infrastructure for distribution, and ensuring the smooth operation of the entire supply system. Simultaneously, the development of standards and technical regulations specific to E10 is being accelerated to ensure compatibility and safety in use.
